Job Title: Program Analyst (Information Technology & Knowledge Management Specialist)

The Development Resources and Disaster Assistance Division (DRDAD) is responsible for coordinating USDA participation in technical assistance, training, and development programs undertaken on behalf of developing nations.  Specific emphasis is oriented toward, but not limited to, administering and implementing U.S. Agency for International Development (USAID) funded programs under Participating Agency Service Agreements (PASAs) as well as agreements with other organizations and non-USAID countries.  Implementation of these agreements includes selection of project staff, orientation, programmatic and financial management tracking, developing technical backstopping, conducting training activities and management consultations, conducting relevant research and program evaluations. The Agricultural Markets Systems Development (AMSD) branch manages these agreements with USAID for USDA experts in specific technical fields to provide long-term and short-term services and advice to USAID-managed programs in Washington and the field.

 

This position assists USAID/EGAT’s Program Analysis, Implementation, Communication and Outreach Office (PAICO) with supporting the Knowledge Management (KM) and Information Technology (IT) needs of EGAT’s many technical sectors. The employee will be a member of the Communication and Knowledge Management (CKM) team of the PAICO Office, which helps EGAT’s technical offices work more efficiently and effectively by managing intranet applications, providing KM guidance, advising on IT issues, and providing assistance for a variety of communication and outreach efforts (including internal and external web management).  The employee will serve as a resource person and advisor on how to best integrate IT and KM into the technical work of the bureau. These efforts will serve to help EGAT’s technical offices work more efficiently and effectively in getting the appropriate messages and resources to missions in the field, other bureaus in Washington, and the public to further USAID’s development mission.  The employee will help the bureau make sound and smart investments in IT and take full advantage of new IT and KM products and applications.

 

The employee will participate in the development of EGAT’s KM strategy and manage new and innovative KM and IT resources for the Bureau. The employee will serve as a leading Bureau authority in advising on the use and application of KM tools. To communicate EGAT’s role and to provide resources efficiently to USAID missions, other bureaus and offices, the CKM team maintains Information and Communication Technology (ICT) based tools that promote access, transparency and accountability.

Job Title:  Management & Program Analyst (Senior Conflict Advisor)

This position is in the Communications, Peacebuilding and Governance Division of USAID’s Bureau for Africa Office of Sustainable Development (AFR/SD/CPG).  The incumbent will serve as the Bureau’s Senior Conflict Advisor for USAID's engagement with the Department of Defense, specifically AFRICOM. The Advisor will report to the Division Chief of CPG in the Bureau for Africa’s Office of Sustainable Development.

 

The incumbent will serve as a senior advisor providing technical backstopping and intellectual leadership to USAID on activities pertaining to the Department of Defense, Department of State and USAID Foreign Assistance Framework Program Objectives under Peace and Security.  The primary technical focus will be U.S. civilian military efforts related to Peace and Security (particularly Security Sector Assistance) and the secondary technical focus could include broader areas of cross-cutting programs, such as those relating to security cooperation, such as Overseas Humanitarian, Disaster, and Civic Aid, Defense (OHDACA). S/he will be charged with managing all daily aspects thereof on behalf of the Bureau for Africa and in direct support of USAID field missions in sub-Saharan Africa. S/he will be responsible for providing policy advice, guidance, analysis and management to the Bureau senior leadership including Office Directors, Deputy Assistant Administrators, and the Assistant Administrator and other senior leaders, as requested, for all aspects of USAID/AFR’s engagement with the Department of Defense regarding U.S. civil-military relations in sub-Saharan Africa;  independently directing the formulation and implementation of Bureau for Africa policy regarding civilian military cooperation in AFR; provide ongoing guidance, consultation, and input into USAID field mission strategies and programs that relate to civilian military relations with a particular focus on conflict management, mitigation, and prevention as well as post conflict settings; and carrying out regular interaction with senior level policy makers at other USG agencies and departments, ambassadors, and senior government officials in host nations as well as key allies and development partners.  S/he will work in close coordination and cooperation with the AFR/SD/CPG Division’s Senior Advisor responsible for all efforts associated with the Trans Sahara Counter-Terrorism Partnership.  S/he also serves as the primary point of contact with USAID Bureau for Democracy, Conflict, and Humanitarian Assistance, Office of Military Affairs (DCHA/OMA) coordinating requests from OMA to participate in a host of briefings, trainings, and exercises that routinely come from DoD’s counterparts to the Bureau for Africa.  The incumbent will be the Bureau’s primary representative to the Agency Policy Coordination Committee (APCC) for Civilian Military Cooperation serving on relevant sub committees.  S/he will cultivate and maintain a cooperative relationship with appropriate Bureaus and Offices at the Department of State including the Bureau of African Affairs (S/AF), Bureau of Political and Military Affairs (S/PM), and others. Additionally, the incumbent may serve as primary liaison between AFR and USAID’s Bureau for Middle East (ME) on matters related to AFRICOM since AFRICOM’s area of responsibility includes North Africa, geographically managed by USAID/ME.

S/he will use his/her technical expertise in providing expert program and policy advice and guidance to influence agency policy related to civilian military cooperation in the arena of international development.   S/he will be contacting, advising, and collaborating with high-ranking officials such as agency heads, top congressional staff officials, state government executives, legislative leaders, and executives of comparable private sector organizations and ability to presents findings and recommendations at national and international seminars and symposia as required.

The USAID Global Climate Change (GCC) Team is responsible for USAID’s participation in forums that deal with the multisectoral issues of climate change, coordinating with the internaltional organizations that have taken the lead on climate change mitigation and for analytical work to deepen understanding of climate change and its impact on agriculture and the environment in developing and transition countries. The GCC Team is the lead coordinator on climate change activities undertaken by other Bureaus and Offices at USAID.  The Team also ensures oversight and reporting on USAID’s activities in support of the Agency’s Global Climate Change Initiative.

 

The successful candidate will be responsible for forging strong professional partnerships with other federal agencies in developing and implementing inter-agency efforts to address climate change in cooperation with developing nations.  S/he will provide technical support and advice to USAID field missions and bureaus in the development and implementation of USAID-sponsored climate change program activities, particularly those related to national climate change action planning in foreign countries, and international technology cooperation.  S/he will also develop and maintain strong programmatic links between USAID missions and inter-agency programs by providing regular updates on issues and activities to the field, and involving missions in the broader development efforts and implementation of USG climate programs.

The GS-12 Program Specialist will serve as a financial management and implementation program analyst, backstopping the Environment & Science Policy (ESP) Office, and responsible for the obligation of over $60M in budget resources.  The incumbent will be the ESP liaison for the Office of Acquisitions and Assistance and will attend ESP staff meetings to provide updates on ongoing and future procurement actions as well as current and projected budget implications.  The position includes responsibility for developing ESP’s procurement plan, working with the technical and procurement offices, and monitoring and executing ESP travel and program funds.  The incumbent will work with the Cognizant Technical Officers to develop budget levels and ensure that funds are committed, obligated and expended, using NMS and GLAAS, and will review the ESP Office’s interagency agreements for correct format, accurate financial data, and overall completeness.

Job Title: International Training Specialist

Grade: GS-0301-11 (one or more)

The position is located in the Cochran Fellowship Branch of the Trade and Scientific Exchanges Division within the Office of Capacity Building and Development, Foreign Agricultural Service, U.S. Department of Agriculture (USDA/FAS/OCBD/TSED).   The Trade and Scientific Exchanges Division designs and manages two week to six month training programs aimed at building trade and scientific capacities and establishing relationships that advance global food security, international trade agreements and two-way trade in over 70 countries. 

 

The individual will be assigned to the Cochran Fellowship Branch and will be responsible for developing and managing short-term training programs in the U.S. for international public and private sector agriculturalists in areas related to agricultural trade, management, marketing, policy and technology transfer.  The Cochran Fellowship Program helps countries build their capacities to trade globally and strengthens U.S. agricultural trade and market development opportunities.  The individual will be responsible for managing multiple training programs over a wide range of topics.   Primary responsibilities include planning, developing, arranging, coordinating, and evaluating the impact of training programs in agricultural disciplines for international participants related to the objectives of the Cochran Fellowship Program.  The position will require international travel.

 

The volume of work within Cochran limits the ability of the International Training Specialist to delegate administrative duties to lower-graded positions.  Thus, there is a significant administrative workload integral to the position, including but not limited to the following activities:  reviewing applications and preparing biographies of candidates,  writing scopes of work for training providers, providing participant orientations, ensuring that expenditures are properly obligated and that budgets are reconciled in a timely manner, managing a variety of obligating documents (procurement requests, cooperative agreements, fund cite cables, maintenance checks, etc.), preparing weekly program highlights, contributing to briefing papers and maintaining regular contact with training providers. 

Candidates with a college degree in international agriculture, agricultural marketing, rural/international development, or a related field are preferable for this position.   Equivalent experience can be substituted for academic qualifications.

 

Required Skills:

 

·        Training and/or experience in agriculture, economics, rural sociology, natural resources management, international trade and/or international development/relations sufficient to apply that knowledge in the development and implementation of appropriate international training programs.

 

·        Knowledge of U.S. educational institutions, agricultural businesses, public agencies, agricultural trade associations and other non-governmental organizations that have strong agricultural education and training programs.

 

·        Experience in planning and carrying out management, administrative and fiscal tasks (including budget monitoring) surrounding the planning and development of agricultural training programs for international participants.  Ability to handle multiple tasks with close attention to detail.

 

·        Experience in strategic planning and issue coordination related to the developmental and educational needs of middle-income countries, emerging democracies, and emerging markets as well as the role of training as a tool to help meet those needs.

 

·        Skills in interpersonal relationships to effectively maintain working relations with individuals from universities, other USDA agencies, trade associations, international organizations, the U.S. private sector, and foreign governments and participants.

 

·        A solid working knowledge of micro-computer uses and skill in using word processing software, databases and telecommunications systems.  Ability to generate high quality reports and memos from database programs in a timely manner.

Job Title:  Senior Agricultural Technical Analyst

Grade: GS-0401-14

The individual selected for this position will be administratively assigned to the Agricultural Market Systems Development Branch (AMSD) of the Development Resources and Disaster Assistance Division (DRDA), Office of Capacity Building and Development (OCBD), Foreign Agricultural Service, U.S. Department of Agriculture (FAS/OCBD/DRDA/AMSD) but will be located in and work directly with the U.S. Agency for International Development/Senegal.  The incumbent will provide senior technical and advisory guidance to the USAID/Senegal senior staff on agricultural technology and rural support service policy, program and strategy development.  He/she will lead Field Mission’s effort in evaluating the effectiveness of agricultural technology policy and program in Africa, in ensuring such programs are properly evaluated in terms of performance and their ability to achieve results and impact, in the promoting of lessons learned and the transfer of such lessons.  He/she will direct programs designed to improve the quality of agricultural technology and rural support service development assistance, including the development and guidance of regional consultative bodies.  He/she will lead in the production of USAID position papers, guidelines and other documents involved with agriculture technology, research and non-research public and private partnerships, and agricultural productivity.    He/she will develop analyses, reports and recommendations on programs based upon the incumbent's best professional, expert judgment and in anticipation of senior Agency and Field Mission’s management needs.  He/she will design, organize and coordinate technical and policy consultation processes with senior African, USAID and other-donor officers involved in policy formulation and technology development.  He/she is responsible for developing and promoting ways to increase integration of USDA expertise into overseas development assistance programs, including ways to increase the exchange of information between USDA and USAID programs.  This is a temporary appointment of up to five years which is contingent on annual funding. 

 

Required Skills:

 

a.  Advanced degree in an agricultural economics or related agricultural science or equivalent experience.

 

b.  Due to the senior-level analytical, collaboration and reporting requirements of the position, he or she should have at least ten years of work experience in international development, with an emphasis on program management and agricultural development,  research, and exposure to a number of development sector disciplines (e.g. agricultural development, environmental management).

 

c.  Demonstrable expert knowledge of African agricultural policy and familiarity with Sub-Saharan African countries particularly in the area of agricultural issues within the region.

 

d.  Excellent grasp of economic theory, research methodology, and applied analytic tools and skills.

 

e.  Proven ability to work successfully at multiple levels of problem solving.

 

f.   Effective writing and organizational skills to prepare guidance for specialists and non-specialists and to complete program status reports, analyses and presentations.  Ability to write succinctly to produce documents quickly is highly desired.

The Baghdad PRT Liaison works in coordination with the FAS Agricultural Counselor in Baghdad and the OCBD/DRDAD PRT Program Manager in Washington to liaise with the Office of Provincial Affairs (OPA) on matters pertaining to the recruitment, placement and deployment of advisors on Provincial Reconstruction Teams (PRTs) in Iraq.  PRTs are teams composed of civilian and military personnel, charged with the reconstruction and stabilization of the provinces where they operate.  USDA and other agencies such as the Department of State and the United States Agency for International Development have been charged with the responsibility to provide agricultural advisors to these teams.  The PRT Liaison position will be located within the International Zone in Baghdad, Iraq but will be expected to spend a significant portion of their time traveling to the various PRTs.  This position is located in the Baghdad International Zone and will require frequent trips to PRT sites.  The work will be conducted in hazardous environments and under difficult living conditions.

 

This position is subject to special pay allowances which are equal to 95% on top of base salary and locality pay.
